1. Why is the Embassy again conducting an OAV registration?

The Embassy is conducting an OAV registration again this year to allow those who have yet to register as an Overseas Absentee Voter to do so and enable them to vote in the next elections.

Bakit and Embahada ay nagkakaroong muli ng pagpapatala para sa OAV?

Ang Embahada ay nagsasagawang muli ng pagpapatala para bigyan ng pagkakataon ang mga hindi pa nakapagpatala bilang Overseas Absentee Voter na magpatala at makaboto sa darating na elekyon.

2. How will I know if I am a registered voter or not?

Paano ko malalaman kung ako ay rehistrado na Overseas Absentee Voter?

Maaring malaman o makita kung ikaw ay rehistrado bilang Overseas Absentee Voter mula sa website na ito: http://www.comelec.gov.ph/oavlist/toc_lists.html.

3. When is the voting period for OAV?

The voting period for OAV will be from 13 April 2013 until 3:00 p.m., Philippine time, of 13 May 2013. Further details on the exact time will be announced later.

Kailan ang botohan para sa OAV?

Ang botohan para sa OAV ay magsisimula ika-13 ng Abril 2013 hanggang alas tres ng hapon ng ika-13 ng Mayo 2013. Magpapalabas ang Embahada ng mga karagdang impormasyon tungkol sa oras ng pagboto sa mga susunod na araw.

4. I am qualified to register. What kind of application for OAV should I apply for?

You can application for either registration or certification for OAV.

Your application is for registration if you are:

a. At least eighteen (18) years of age or will turn eighteen (18) years of age on the day of the election;
b. Of legal age but is a first time voter of the Philippines;
c. An applicant whose name does not appear in the voter’s list, and will need to register again.

Your application is for certification if you are:

a. A listed voter in the Philippines but will be abroad and will vote abroad on the day of the election; and
b. An absentee voter who will vote at the Embassy located in the country where is he residing/will reside on the day of the election;

Kwalipikado ang magtala. Anong klase ng aplikasyon ang dapat kong gawin?

Ikaw ay pwedeng mag-apply ng alin sa dalawang klase ng aplikasyon: pagpapatala (Registration) o pagpapatunay (Certification).

Ang aplikasyon mo ay pagpapatala kung ikaw ay:

a. Labing walong (18) taong gulang o maglalabing walong (18) taong gulang sa araw ng eleksyon;
b. Nasa legal na edad at unang beses pa lang siyang boboto;
c. Aplikante na wala ang pangalan sa listahan ng mga botante at dahil dito ay kinakailangan mong magpatala muli.

Ang apliksyon mo ay pagpapatunay kung ikaw ay:

a. Botante na sa Pilipinas ngunit nasa ibang bansa at doon siya boboto sa araw ng eleksyon;
b. Isang nang absentee voter na boboto sa Embahada kung saang bansya sya nanduruong naninirahan o titirahan sa araw ng eleksyon.

5. What application number should I write on the OAV Form 1?

The Embassy will supply your application number depending on whether the application is Registration or Certification.

Anong numero ng aplikasyon and isusulat ko sa OAV Form 1?

Ibibigay ng Embahada ang ng numero ng inyong aplikasyo depende kung ito ay aplikasyon ng pagpapatala o pagpapatunay.

On Part I – Personal Information

6. Can I check the box for Married even if I am only living-in with my partner?

No. Only those whose marriage has been recognized by Philippine laws can say their civil status is married.

Maaari ko bang lagyan ng “check” ang kahon na "Married" kahit na ang kasama ko sa buhay/bahay ay ka live-in partner ko lamang?

Hindi. Tanging iyong mga may kasal na kinikilala ng Pilipinas lamang ang maaaring maglagay ng “check” sa kahon ng “Married.”

7. Do I have to present proof that I am a widow/er?

Yes. Please bring the original and copy of your spouse’s death certificate.

Kailagan bang magpakita ng dokumento na ako ay biyudo/biyuda?

Oo. Pakidala ang orihinal at kopya ng dokumento na nagpapatunay na ikaw ay biyudo/biyuda.

8. If I cannot remember the Place and/or Date of Birth of my mother, can I leave it blank?

Do not leave any information blank. Ask other members of your family for details such as place and date of birth of your parents, including your mother’s maiden name.

Kung hindi ko maalaala ang lugar at petsa ng kapanganakan ng aking ina, maaari ko bang iwan ito na walang sagot?

Huwag hayaang blanko ang mga impormasyon. Magtanong sa mga myembro ng pamilya ng mga detalye tulad ng lugar at araw ng kapanganakan ng iyong mga magulang, kasama na ang apelido ng iyong ina nung sya ay dalaga pa.

9. Why is it necessary for me to fill-up the portion on "Authorized Representative in the Philippines"?

It is important to fill-up the portion on “Authorized Representative in the Philippines” as this will serve as COMELEC’s way of communicating with you, especially when COMELEC’s letter to you is returned to them due to wrong/insufficient information or any other reasons.

Kailangan bang sulatan ko ang parteng "Authorized Representative in the Philippines"?

Kailangang lagyan mo ng detalye ang parte ng “Authorized Representative in the Philippines” dahil duon makikipag-ugnayan ang COMELEC, lalo na kung bumalik sa COMELEC ang sulat nila para sa iyo dahil sa kakulangan ng impormasyon o iba pang kadahilanan.

On Part II – Oath and Application to Vote in Absentia

10. What is PART II for?

Under this portion, the applicant acknowledges under oath that: 1) all information he/she has written in the form are true and correct; 2) he/she possesses all qualifications and none of the disqualifications of an absentee voter;

3) is not yet an overseas absentee voter; and 4) is applying to vote in absentia and is requesting COMELEC for the inclusion of his/her name in the Certified List of Overseas Absentee Voters (CLOAV).

Para saan ang PART II?

Sa bahaging ito, ang aplikante ay nagpapatunay na: 1) lahat ng impormasyon na isinulat nya sa form ay totoo at tama; 2) ang aplikante ay kwalipikado at hindi diskwalipikadong bumoto sa labas ng bansa; 3) kahit kalian ay hindi pa sya nakapagpatala bilang overseas absentee voter; at 4) sya ay naghahangad bumoto “in absentia” at mapabilang ang kanyang pangalan sa Sertipikadong Talaan ng Overseas Absentee Voters.

11. What is PART III for?

This portion is only for immigrants or permanent residents of another country. Ang Part III ng form ay para lamang sa mga imigrante o permanent residents ng ibang bansa. Nararapat nilang lagdaan ang parteng ito na nagsasabing sila ay nagbabalak umuwi ng Pilipinas ayon sa Seksyon 5(d) ng Republic Act No. 9189 ng 2003 o ang Overseas Absentee Voting Act. 12. What is the ACKNOWLEDGMENT RECEIPT for?

The Acknowledgement Receipt serves as your proof that your application has been received and is subject to the approval of the Resident Election Registration Board of COMELEC.

Para saan ang "ACKNOWLEDGMENT RECEIPT"?

Ang “acknowledgment receipt” ay nagpapatunay na ang iyong aplikasyon ay tinanggap at pag-aaralan para maaprubahan ng Resident Election Registration Board ng COMELEC.
